What is the National Accountability Framework (NAF) and how do I use it?

I keep hearing about the NAF in sector meetings and I picked up a copy but it’s quite a long document and I’m not sure how to actually use it practically for our organisation. Is it something we’re supposed to formally adopt? Is there an assessment we’re supposed to do first? I don’t want to just read it and put it back on the shelf — I want to get something genuinely useful out of it. Has anyone used it in practice and can tell me what the process actually looks like day to day?

We attended a workshop on it. I think it’s meant to be a guide, not a legal requirement — but I could be wrong.

I’ve heard about it but never actually read it. Is it a government requirement?

Rajan is correct. The National Accountability Framework (NAF) is a guidance document, not a legal mandate. It was developed by Veni Apwann (VA) in collaboration with The Cropper Foundation (TCF) under the IGNITE CSOs project (2024–2026), funded by the European Union.

The NAF covers four key areas:

Governance — board responsibilities, stakeholder engagement, legal compliance, transparency
Project Management — M&E, stakeholder engagement, feedback mechanisms
Financial Management — budgeting, auditing, donor accountability
Human Resource Management — HR strategy, staff development, labour law compliance

How to use it:

Use it as a self-assessment tool — measure your current practices against the NAF standards
Identify your organisation’s priority areas for improvement
Develop an Action Plan with timelines and responsibilities
Monitor progress and review regularly
